• Germany, France, the Netherlands, and the European Union have summoned Russian ambassadors after accusing Moscow of carrying out a cyber campaign targeting government institutions and critical infrastructure in several EU states.

• The cyber unit of Russia's domestic security service, the FSB, has been accused of targeting government networks in Germany, conducting cyber espionage and sabotage across Europe, and sabotaging critical infrastructure in multiple EU countries.

Germany and the Netherlands have summoned Russian ambassadors, while France and the European Union said they would follow suit, after the bloc accused Moscow of carrying out a cyber campaign targeting government institutions and critical infrastructure in several EU states.

"The EU and its member states denounce Russia's malicious cyber activities and leveraging of a cyber ecosystem encompassing state and non-state actors, ranging from intelligence services to cybercriminal groups, hacktivists and private companies," the European Council said in a statement on Monday.

German Foreign Minister Johann Wadephul said that Berlin reserved the right to take additional steps. "Let me make this quite clear: we reserve the right to take further action," he said.

Germany's Foreign Office said the attributions were based on intelligence findings but did not disclose further details.

France said it would also summon Russia's ambassador in Paris in the coming days, while the EU's top diplomat, Kaja Kallas, announced similar action against Russia's representative to the European Union.

The Netherlands also summoned the Russian ambassador.

In a statement on behalf of the EU's member states, Kallas said a cyber unit of Russia's domestic security service, the FSB, had targeted government networks in Germany and carried out cyber espionage and sabotage across Europe.

According to Kallas, the same FSB unit has conducted cyber espionage against strategically important French government institutions since 2010 and targeted the country's defence sector in 2025.

She also cited recent sabotage targeting critical infrastructure in Poland, while Cyprus, the Netherlands, Austria, Slovakia, Romania and Finland were among the other countries affected.
