Iraq announces reconstruction plans and integration of Sinjar Protection Units

SHIGUR, Iraq — Authorities in Iraq’s Nineveh Governorate have announced plans to accelerate reconstruction in Shigur (Sinjar / Shengal), including compensation for destroyed homes and the integration of Sinjar Protection Units (YBŞ) fighters into official security and civilian institutions.

Nineveh Governor Abdul Qader al-Dakhil announced the measures from Mount Shigur, describing the integration process as an important step toward strengthening security and stability in the district.

Al-Dakhil also announced plans to transform the Sinjar Reconstruction Fund into an independent entity, in coordination with relevant authorities and the United Nations, to accelerate reconstruction projects and improve essential services.

However, authorities have not disclosed the budget allocated for compensation, the number of households eligible for assistance, or a timeline for payments.

The announcements come amid ongoing efforts to rebuild Shigur following the Islamic State (ISIS) assault in 2014, which devastated local communities and forced thousands of families to flee.

Yezidis, who constitute the district’s majority, suffered genocide, mass killings, abductions, and forced displacement at the hands of ISIS. The Suraye (Chaldeans–-Syriacs–Assyrians), Armenians, and other communities were also affected by the violence and insecurity.

For displaced families, returning home remains dependent on restoring security, rebuilding destroyed houses,s and ensuring access to essential services. Equitable distribution of reconstruction assistance will be crucial to restoring stability and enabling residents to rebuild their lives.

Al-Dakhil also stressed the importance of holding those responsible for ISIS crimes against Yezidis accountable through the Iraqi judicial system.

Regarding local administration, he said efforts were underway to fill vacant positions, including that of district administrator. He emphasized the importance of selecting a Yezidi candidate with broad acceptance within the community.

More than a decade after the Islamic State’s assault, Shigur continues to face significant reconstruction and displacement challenges.

For Yezidis, Suraye, and other communities, rebuilding Shigur means more than restoring damaged infrastructure. It also means recovering their homes, protecting their heritage, and safeguarding their right to live in their ancestral communities with security, dignity, and equal rights.
