Lithuanian Defence Minister Robertas Kaunas believes that NATO must find an appropriate response to the threat posed by Russian hybrid attacks.

"We are currently faced with the problem that Russia is not going to change," Kaunas said on Wednesday, according to Lithuanian media reports.

"This means that, as an organization, NATO must be in a position to combat the grey-zone threats we face today and answer them with an equivalent response," he added.

Kaunas was commenting in the context of the failed attack involving an explosive-laden drone at Leipzig airport, for which the German government holds Russia responsible.

When asked why NATO had not invoked Article 4 in connection with the incident, Kaunas said that Germany had clearly identified Russia as the aggressor.

Article 4 of the NATO Treaty provides for consultations among the allies if a NATO member state declares itself to be under external threat.

The government in Vilnius had earlier expressed its unconditional solidarity with Germany.
