NFL executives ranked these 7 quarterbacks dead last

The Athletic released its annual NFL quarterback rankings tiers survey on Tuesday. They polled 50 NFL coaches and executives on 35 veteran signal-callers. They outlined the best and the worst quarterbacks in the NFL… and everything in between.

At the top, Patrick Mahomes, Josh Allen, Matthew Stafford and Joe Burrow collected 191 of a possible 200 Tier 1 votes. At the bottom, seven quarterbacks landed in Tiers 4 and 5, a classification reserved for unproven players and veterans who ideally would not start a full season.
