Penguins re-sign Egor Chinakhov, Arturs Silovs to contracts

Turns out there was a reason Egor Chinakhov and Arturs Silovs didn't file for arbitration today. The players were putting the finishing touches on contract extensions with the Penguins. Chinakhov is signed for three years, Silovs for one.
