Moscow accused Berlin of supporting Ukrainian attacks on civilian infrastructure in Russia, citing German-Ukrainian defence cooperation.
The move came after the German Embassy published a video calling on Moscow to end its war against Ukraine. Russian officials criticized the video as an "outrageous statement."

The ministry had last summoned Lambsdorff in April over alleged contacts between German politicians and terrorist organizations. The Federal Foreign Office in Berlin described the ambassador's summons as a "completely baseless measure."
Summoning diplomats serves as a diplomatic tool when states wish to express their displeasure at the actions or attitudes of other countries.
The Russian ambassador was also summoned to the Foreign Office in Berlin on Monday in a separate dispute over serious cyber-attacks attributed to the Russian domestic intelligence service, the FSB.
