Turkish political parties successfully refer framework law proposal to Parliament
07/08/2026ANKARA — The Equality and Democracy of Peoples Party (Halkların Eşitlik ve Demokrasi Partisi, DEM Party) has formally signed and submitted a framework legislative proposal, “Law on Strengthening Social Integration and National Unity,” to the office of the Speaker of Parliament, as part of ongoing efforts to advance the peace process and foster national consensus.
Deputy Speaker of the Turkish Parliament and member of the İmralı delegation Pervin Buldan announced that she had signed the proposal which comprises 12 articles. She hoped that it would contribute to cementing peace within the country.
“I hope our peace will be permanent,” adding that she wished her signature could count as two, one for herself and one for the late Sırrı Süreyya Önder, in acknowledgment of his role in peace efforts,” Buldan stated via social media.

The DEM Party confirmed that its delegation, led by Co-Chairs Tülay Hatimoğulları and Tuncer Bakırhan, had formally signed the proposal within parliament, paving the way for its deliberation.
The proposal has garnered backing from prominent political figures, with approximately 360 MPs having signed it. Parliament Speaker Numan Kurtulmuş and several MPs from the ruling Justice and Development Party (Adalet ve Kalkınma Partisi, AKP) had previously endorsed it, while Nationalist Movement Party (MHP) leader Devlet Bahçeli and his party’s MPs have also joined, reflecting broad political consensus on referring the proposal to parliament.

The proposal is expected to be approved by the Parliamentary Justice Commission on 7 August 2026 and by the full Turkish Parliament on 9 August, as part of broader efforts to strengthen social cohesion and support peace process.
The legislation would authorize security institutions to verify that the Kurdistan Workers’ Party (Partiya Karkerên Kurdistan, PKK) has disarmed and ended its armed struggle, while also mandating accountability for any individual found to be affiliated with or promoting the PKK. The law sets out specific provisions and sentencing periods for each offense, along with the possibility of deferring trials under certain conditions.
A supervisory body, chaired by the Vice President and comprising the Ministers of Justice, Foreign Affairs, Interior and Defense, as well as the Secretary General of the Presidency, head of the National Intelligence Organization and Secretary General of the National Security Council, would be tasked with monitoring and evaluating the law’s implementation.
Commenting on the framework legislation, the Van-based parliamentary group leader for the DEM Party Sezai Temelli stated: “By submitting this bill to parliament today, we are taking a strong and significant step toward a democratic resolution of the Kurdish question, putting an end to decades-long aspirations for peace. What is now crucial is ensuring that these steps continue and are accelerated.”
“I hope this step, aimed at permanently freeing Turkey from the threat of terrorism, reinforcing our national unity and solidarity and strengthening the climate of peace in our country and region, will be beneficial,” Turkish President Recep Tayyip Erdoğan stated. He added that the proposal, which has received broad consensus, “reflects the will of our beloved nation to reach a resolution.”
