Denis Pushilin, the Moscow-backed head of the region, said on Telegram that the bus was travelling from Moscow to Simferopol in Crimea when it was struck in the city of Yenakiieve. The route runs toward the Crimean Peninsula, which Russia annexed from Ukraine in 2014.
The claims could not be independently verified. Russia's Investigative Committee said it had opened a criminal case into what it described as a terrorist attack.

Recent drone attacks, however, have increasingly resulted in civilian casualties. Russia has responded by stepping up retaliatory attacks.
The reported attack came a day after Russian drone and missile strikes killed more than 20 people in the Ukrainian cities of Kiev and Dnipro, according to Ukrainian authorities.
